The 2008 Road Program is underway and is progressing through the city from the southeast side to the northwest side. The program, which is scheduled to be completed by August 15, includes resurfacing the following city streets (3.8 lane miles) at a cost of $1.07 million.

The rehabilitation work involves pavement resurfacing; areas of partial full-depth pavement removal and replacement; roadway base repairs; curb replacement; removal of asphalt ramps and mountable curbs across driveway entrances; partial driveway apron replacement to meet the grade of new curb lines; and sidewalk replacement (trip hazards). When a curb and gutter is removed in front of a driveway, the resident will not be allowed to park in the driveway for 7 to 10 days in order for the concrete to harden. Curb and driveway apron replacements will be limited to one side of the street at a time.
The city is only removing and replacing the portion of a driveway apron necessary to meet the grades of the newly depressed curb line. Per city code, the "apron" of a private driveway is the responsibility of the property owner. The city has requested that the asphalt and concrete sub-contractors be willing to take on private work to complete the entire apron at a resident's request. Alpha Construction, the contractor, will not take on any private asphalt work. For concrete work, contact Vito at Davis Concrete at 708-388-1100, ext. 104. You also will need to contact the Building Department at 708-687-4050, ext. 1041 to obtain a building permit for the concrete work.

No Parking – Police Order signs will be posted by the contractor before work begins on a side of the street. During work on the roadway pavement surfaces, no on street parking will be allowed between the hours of 7 a.m. and 5 p.m. Residents should park on neighboring side streets or in their driveways. The contractor will post no parking signs and hand-deliver notices to homes at least 24 hours before roadway pavement surface work begins on a block. Working hours for the contractor are 7 a.m. to 7 p.m., Monday thru Saturday.
Streets with fire lanes will be maintained as fire lanes. When necessary, the fire lane will be temporarily shifted to the other side of the street to accomplish the concrete curb repairs. Please be mindful of the posted fire lane signs and park on the other side of the street.
In addition to the Road Program, the city is working with the contractor to address several storm water drainage issues. The following streets will have storm water infrastructure installed to resolve the problems:
Arroyo Drive Brookwood Drive to south of intersection
Sequoia Street Avalon Avenue to south of intersection
Merlin Court 5700 West to north to Victoria
Work to be done will include asphalt removal; installation of under drains in the street/parkways; and patching of the roadway and replacement of any concrete curbs and sidewalks necessary to connect the new drains into the storm water system.
Outdoor construction work is dependent on the weather. Therefore, the contractor's schedule may change daily or weekly. The Public Works Department will work with the contractor and residents to minimize disruption to the community. Water main replacement and upgrade program
Chlorination of the new main for disinfection will occur and service lines will be switched over from the old 6"" pipe to the new 8"" water main. Speiss Construction, the contractor, also has several days worth of work restoring the asphalt in the road and the right of way landscaping. Once the water main project is completed, 151st Street from Cicero Avenue to Central Avenue will be repaved. Engineering for the next phase of water main improvement project is nearly complete and the work is expected to be put out to bid this summer.
New! 151st Street repaving project
Engineering is now complete and we are ready to go out to bid for this project. This project follows the completion of the 151st Street water and sewer work and will repave 151st Street from Central Avenue to Cicero Avenue. The program is funded 70 percent with federal funds and 30 percent with local funds by way of the South Suburban Mayors and Managers Association's Surface Transportation Program. Work is expected to be completed before fall 2008.
As with all construction projects, we expect there to be some traffic delays and inconvenience to local residents. We will keep you informed of our progress through posted letters and updates on this site.
Update! Oak Park Avenue traffic signals
Due to electrical problems, contractors are still working on the traffic signals along Oak Park Avenue. The new traffic light on Forestview has been completed. The new traffic lights on 151st Street were placed in service Monday, April 14, 2008. The Illinois Department of Transportation has requested revisions to the layout of traffic signals at Justemere Road, Oak Park Avenue and 147th Street. Once these revisions are complete, the new signals will be turned on and synchronized with all of the other lights on Oak Park Avenue.
As part of the two-year project, crews widened the road from 159th Street through 151st Street to add a center turn lane, repaved the road from 151st Street to 147th Street, and added dedicated turn lanes for the intersection of 147th Street and Oak Park Avenue/Justamere Road. Additionally, crews installed new curbs, gutters, storm sewers, and sidewalks.
The city contributed approximately $150,400 to the project, which cost a total of $5,903,000. The balance was covered by state and federal dollars as part of Congestion Mitigation and Air Quality grant funding.
167th Street construction
On March 5, Cook County held a preconstruction meeting for local municipalities to discuss the repairs of Cook County Highway at 167th Street from Harlem Avenue to Cicero Avenue. The project, which will patch the concrete road, is expected to begin on April 1 and end on September 6. At the meeting, the Oak Forest Public Works Department expressed concern over the condition of the road between Cicero and Central Avenues. County engineers have visited the site and agree that the road needs to be completely reconstructed. However, the county does not have the capability of turning this project around from design to build this summer. The county has promised to engineer and build the road in the summer of 2009. In the meantime, the county will send crews out to do more permanent patches than the cold patches they have been applying to the road.
The 151st Street water and sewer project is ahead of schedule with much of the mainline work now completed. The contractor is currently working on the northeast corner of 151st Street and Central Avenue, connecting the new main into the city's water distribution system. Pressure and leak testing will follow shortly after this tie-in.
